The #24-080-CC Staff Report has no substantive data supporting the FLOCK surveillance system as being an effective system. Further, the conclusion that the data captured as not being invasive PII and the data being secure is demonstrably false. A reasonable response based on the data in the #24-080-CC report is to remove the existing mobile ALPR fleet purely due to lack of efficacy.
I have a more detailed response to the #24-080-CC report at Menlo Park Surveillance System (tiiny.site). The response outlines such data issues in more detail as well as covers some of the most basic and significant harms to civil liberties caused by these systems that were ignored by the #24-080-CC report. Please secure our civil liberties and protect persecuted groups by opposing mass surveillance system structures like FLOCK.
