Dear Council,
The initial study for fully elevated track shows that not only is it feasible, but it has a number of advantages over the hybrid plan (Alternative c):
1. Reduced construction impact
2. Reduce utility impacts
3. Reduced flooding risk
4. Fewer property impacts
This option is worthy of consideration so please approve it for further study. Grade level cost and location options for the Middle Ave crossing should also be part of the study. Proceeding with the $20m undercrossing and then abandoning it in favor of a grade level crossing would not be a good use of city resources.
