Dear Menlo Park City Council,
Attached please find a technical memorandum that outlines our issues with BAE’s BMR in-lieu fee analysis and highlights how the analysis results in a much higher in-lieu fee than is warranted. BEI’s memo presents an alternative fee estimate based on industry standards that are reflected in many other in-lieu fee studies in the Bay Area, including some prepared by BAE.
We respectfully request that the City Council give serious consideration to the Eden proposal, which will provide much-needed housing units close to Downtown and transit.
